Transfer an Esthetician License to New York
New York runs no esthetics reciprocity at all and says so. There is an endorsement list instead, and it is a different list from the cosmetology one, so twelve jurisdictions that walk a cosmetologist in do nothing for an esthetician.
Which credential New York gives you
| Credential | Training | What it adds |
|---|---|---|
| Esthetics license | 600 hours | The entry credential. |
What you are issued on arrival. The esthetics license, which is the only one the Department of State issues, on every door.
Nothing is lost by landing there.
What you may actually touch
| Lasers and IPL | Yes | Laser hair removal and intense pulsed light for hair removal are charted to the esthetics license with no supervision, no medical director, no device registration and no training hour condition. Read how that stands up before relying on it. The Department of State publishes a 93 row Procedure Licensure Chart, revised 2026-07-15, which grants it. The Education Department’s Board for Medicine concluded in March 2025 that energy devices reaching the basement membrane or deeper are the practice of medicine, excluded laser hair removal from that conclusion, and recorded that the Education Department "has not acted on the Board’s determination regarding laser hair removal" in reliance on a 1937 case. So this rides on a documented decision not to act rather than on a grant. Every other laser is Medicine, and the two agencies openly disagree about low level laser, Thermage and radio frequency. |
|---|---|---|
| Chemical peels | No limit set | No pH and no percentage ceiling exists, and that was proved mechanically, since peel, glycolic, dermis, epidermis and stratum each return zero matches in the compiled law. The line is anatomical and it is the epidermis. Superficial peels are charted to esthetics and anything dermal is Medicine. |
| Microneedling | Prohibited to esthetics at any depth. The chart sends microneedling, nano needling and microchanneling to Acupuncture. No depth limit is published because no depth is permitted. | |
| Dermaplaning | Allowed by name, with single use lancets. | |
| Supervision | Nobody has to be involved, and nobody can widen the scope by being involved. | |
Do your training hours matter here
The governing provision states no hour count, so on four of the five doors your training hours are never measured. The 600 figure is set by curriculum regulation at 19 NYCRR 162.2(a) and governs New York students. It bites only on the out of state education door, which is the fallback for anyone the endorsement list does not reach.
Experience counts. Five years of practice, all or nothing, replacing both the schooling and the examination There is no years to hours exchange rate and no cap. You either clear five years or you do not, and clearing it removes the exam as well as the training requirement.
How you get in
Endorsement by equivalence
19 NYCRR 160.30, on form DOS-1323
Test. Current licensure in one of sixteen listed jurisdictions, with no years required.
The clean door, and the whole question is whether your jurisdiction is on the esthetics list. Sixteen are, every one of them at current licensure with zero years. Thirty four states and every territory are not.
Endorsement by equivalence
19 NYCRR 160.31
Test. Five years of practice, replacing schooling and examination together.
The route for anyone the list does not reach. It is all or nothing at the five year mark, with no partial credit for four.
Hours make-up
19 NYCRR 162.2(a), the out of state education door
Test. Your original training measured against the 600 hour curriculum, plus both New York examinations.
The fallback, and the only door where hours are counted and exams are sat. What happens to a short esthetics transcript is genuinely unpublished, because the Education Department guideline that resolves this for cosmetology contains no occurrence of esthetics or esthetician at all.
It does not all live in the cosmetology chapter. Three instruments that sit in neither article 27 nor 19 NYCRR part 160 govern what this license is actually worth. The Department of State’s Procedure Licensure Chart, which is guidance rather than rulemaking and can change on a page edit, and two Board for Medicine determinations.
Exams, money and time
Exams. None on the endorsement, five year or military household doors. Both a written and a practical examination on the out of state education door, administered by the Department of State at New York sites only, with no national vendor.
Cost. $40 to start, then $40 to renew. Forty dollars and nothing else on the endorsement, five year and military doors, then $40 every four years. The education door is $80 all in. Add $60 for a business or area renter license if you rent space, plus bond or liability insurance. There is no endorsement, reciprocity, transfer, fingerprint, background check or compact fee at all.
How long. Not established.
Working while it pends. Not on the endorsement, five year or military household doors, which is the position most arrivals are in. The out of state education door is the exception, carrying a six month permit renewable once with no supervision condition, so the slower route is the one that lets you earn.
Residency. Not required at any point. Nonresidents may hold the license and the certificate shows no address.
Where New York contradicts itself
Two agencies draw the energy device line and they disagree in writing
The Department of State charts low level laser, Thermage and radio frequency to Medicine. The Education Department’s Board for Medicine answers "practice of medicine? No" for the same devices and names estheticians for Class I. The same Board document then contradicts itself by saying only registered professional nurses may execute energy device orders. Nothing published says which instrument controls, and the chart is guidance rather than rulemaking, so it can change on a page edit.
The hours shortfall rule for esthetics does not exist
The Education Department guideline that resolves a short transcript for cosmetology, 21-0301, contains zero occurrences of esthetics or esthetician against nine of cosmetology. 19 NYCRR 160.32 offers full credit or nothing, part 160 carries no partial credit or make up provision, and no esthetics counterpart is published anywhere.
The esthetics form is four and a half years behind the cosmetology one
Form DOS-1323 at revision 09/21 demands an original certification of licensure. The cosmetology form at revision 01/26 accepts a copy of the original. Order the original, because the form aimed at you is the older one.
Worth knowing before you file
There is no esthetics reciprocity here, and the lists are not the same
The Department of State’s own esthetics FAQ reads "Is there reciprocity? No. However we do hold endorsement agreements with other states." That is corroborated rather than FAQ only, because form DOS-1323 offers Endorsement alone where the cosmetology form offers Endorsement or Reciprocity. Sixteen jurisdictions reach the esthetics door against 27 for cosmetology, and twelve of them walk a cosmetologist in while doing nothing for an esthetician, being Idaho, Louisiana, Minnesota, Mississippi, Missouri, Montana, Nevada, North Dakota, Oklahoma, South Dakota, Vermont and Virginia. South Carolina runs the other way.
New York teaches the tier it declines to issue
There is one esthetics credential and no advanced or master tier, proved mechanically, since master returns zero matches across the article and the relevant regulation parts. Yet 19 NYCRR 162.2(a) subject 16 is a required nine hour unit titled Introduction to Advanced Esthetics, covering paramedical procedures and scope of licensure. A master esthetician arriving from Washington or Utah gets the plain license, and what they lose is services rather than status.
Your laser privilege rests on a decision not to enforce
Laser hair removal sits inside the esthetics license because the Education Department has declined to act on its own Board’s determination, which the Board recorded in writing in March 2025. A bill to carve laser hair removal into a separate technician license with a competency exam passed the Senate 57 to 2 in June 2025 and died in the Assembly in January 2026. Both its waiver and grandfather clauses were written for people already licensed and working in New York.
The slower door is the one that lets you work
You may not work while an endorsement, five year or military household application pends. The out of state education door, which takes longer and is the only one with exams, carries a six month permit renewable once with no supervision requirement.
What to do, in order
- Check whether your jurisdiction is one of the sixteen on the esthetics endorsement list, and do not read the cosmetology list by mistake, because twelve jurisdictions appear on that one and not yours.
- If you are not on the list, count your years, because five years of practice replaces both the schooling and the examination and there is no partial credit at four.
- Order an original certification of licensure from your home board rather than a copy, since the esthetics form still demands the original.
- File form DOS-1323 with the $40 fee, and add $60 for a business or area renter license if you will rent space.
- Do not plan to work while it pends unless you are on the education door, which is the only route carrying a permit.
- Before you offer laser hair removal, read the two conflicting determinations, because the privilege rests on a documented decision not to act rather than on a grant.
The compact question
New York has enacted neither. The word compact returns zero matches across article 27, Public Health Law 3704 and 19 NYCRR parts 160, 162 and 163, the article 27 index runs 400 to 417 with no compact section, and no esthetics compact bill appears in any session back to 2017. There is no compact form on the applications index and no compact fee in any of the eight subdivisions of GBL 409. Two cosmetology compact bills sit in committee and their own definitions would not carry an esthetician.
Nationally. The Esthetics Licensure Compact is a separate agreement from the Cosmetology Licensure Compact and is the one that would cover estheticians. It is not issuing a multistate license anywhere. It takes effect when a seventh state enacts it, and has fewer.
The Cosmetology Licensure Compact covers cosmetologists only. Arizona began issuing multistate licenses under it in September 2026 and is so far the only state doing so. An esthetician is outside it, whatever a member map suggests.
What we could not establish
