Transfer an Esthetician License to Texas

One real conditionOverallNot countedYour training hoursNot on this licenseLasers

Texas asks how long you have been licensed rather than how many hours you trained, and for estheticians that clock is far harsher than the one it applies to cosmetologists. Only nine jurisdictions are accepted at zero years, and the figures live inside a JavaScript file that changes without notice.

Which credential Texas gives you

CredentialTrainingWhat it adds
Esthetician license750 hoursThe entry credential.
Manicurist and esthetician license800 hoursManicuring. It is a combined specialty rather than a higher tier, and it adds no skin service at all.
Hair weaving specialist and esthetician license800 hoursHair weaving. Again a combination rather than a step up, adding no skin service.

What you are issued on arrival. The plain esthetician license, whatever you hold at home.

Nothing is lost by landing there.

What you may actually touch

Lasers and IPLNot on this licenseNot carried by the esthetician license at all, and the words laser and intense pulsed light return zero matches in both Occupations Code chapter 1603 and 16 TAC chapter 83. Laser hair removal is a separate TDLR credential rather than a medical one, having moved from the Department of State Health Services under SB 202 of 2015 effective 2017-09-01, and it runs under Health and Safety Code chapter 401 subchapter M with 16 TAC chapter 118. It has four certificate tiers at $50, $70, $100 and $150, and an esthetician license earns zero credit toward any of them. The facility needs a consulting physician under contract, though that physician need not be on site. Anything beyond hair removal needs device registration under 25 TAC 289.301 plus the Texas Medical Board.
Chemical peelsNo limit setTexas sets no pH floor and no acid percentage ceiling anywhere. The word peel returns zero matches in chapter 1603 and in 16 TAC chapter 83. The limit is anatomical instead, at 16 TAC 83.112(c), which prohibits any product, preparation or procedure that comes into contact with or penetrates the dermis.
MicroneedlingZero matches in chapter 1603 and 16 TAC chapter 83. It is caught by the dermis rule at 83.112(c) rather than by name.
DermaplaningZero matches by name. Doing it with a non scalpel razor requires a Class A barber license, which an esthetician does not hold.
SupervisionNobody has to be involved, and nobody can widen the scope by being involved.

Drawn by the cosmetology board and a medical board between them. 16 TAC 83.112(c)

Do your training hours matter here

Texas gates on years licensed rather than on training hours, and the table that decides it is published nowhere in statute or rule. It sits inside a JavaScript bundle behind the TDLR out of state tool. For estheticians it is much tighter than the cosmetology version, accepting only nine of 51 jurisdictions at zero years against 43 of 51 for cosmetology operators, with one year the ordinary value.

If you are short. Wait until the clock is satisfied, or qualify by Texas training. The hours make up rule at 16 TAC 83.28(k) does not reach you, because it names only a Class A barber or operator license, so there is no 25 hours a month substitution and no 300 hour credit for an esthetician.

How you get in

Reciprocity

Occ. Code 1603.252, operated through the TDLR out of state tool

Test. Hold the license for the number of years your jurisdiction is coded for.

The only real door. Nine jurisdictions are accepted at zero years and one year is the ordinary value, with several coded far higher and Florida coded for five. Apprenticeship is recognized from 25 jurisdictions, seven of them at zero years, which no comparison table records.

It does not all live in the cosmetology chapter. Health and Safety Code chapter 401 subchapter M with 16 TAC chapter 118, which is where laser hair removal lives, entirely outside the cosmetology chapter.

Exams, money and time

Exams. Depends on the jurisdiction code. Several routes require both Texas examinations, including Florida at five years, where recognition arrives only with both exams attached.

Watch this. The figures that decide whether you are examined are not in any rule. They are values inside a JavaScript file that carries no version stamp, and its last modified date was 2026-10-02, nine days before this check, with cosmetology operator values that differ from our own pass in August 2026. The table is revised silently.

Cost. Not established. Not established in this pass.

How long. Not established.

Working while it pends. No permit authorizes work on a pending out of state application.

Residency. Not required.

Where Texas contradicts itself

The page a medspa esthetician would read is truncated mid sentence

TDLR’s Medical Spas page carries a prohibited services list in which all four bullets stop mid sentence in the published HTML. It also contradicts the statute on esthetician scope, omitting shoulders and omitting chemicals and devices from hair removal. The statute governs, but this is the one page the audience most at risk is likely to find.

The rule that decides your route is a JavaScript file

The years licensed values that determine whether Texas recognizes your license, and whether you sit exams, appear in no statute and no rule. They live in a minified JavaScript bundle with no version stamp. Its values for cosmetology operators already differ from the ones we recorded in August 2026, so it changes without notice or record.

Worth knowing before you file

The esthetician clock is nothing like the cosmetology one

Only nine of 51 jurisdictions are accepted at zero years for estheticians, against 43 of 51 for cosmetology operators. Anyone reasoning from a cosmetology chart, or from a friend who moved as a cosmetologist, will get this badly wrong.

There is no way to buy your way past the clock

The hours make up provision at 16 TAC 83.28(k) names only a Class A barber or operator license. An esthetician gets no 25 hours a month substitution and no 300 hour credit, so time is the only cure.

Laser hair removal is a separate license you have earned no credit toward

It is a TDLR credential rather than a medical one, which surprises people, and it has four certificate tiers. Your esthetician license counts for nothing against any of them. The facility also needs a consulting physician under contract, though not on site.

Dermaplaning needs a barber license here

Performing it with a non scalpel razor requires a Class A barber license, which an esthetician does not hold. An arrival from a state where dermaplaning is ordinary esthetics work has to drop it.

What to do, in order

  1. Run your own jurisdiction through the TDLR out of state tool before anything else, because the years licensed code decides your whole route and it is published nowhere else.
  2. Count the years you have actually held the license, not the years you have worked, since the clock runs on the credential.
  3. If you trained by apprenticeship, check anyway, because Texas recognizes apprenticeship from 25 jurisdictions and seven of them at zero years.
  4. Do not count on making up a shortfall with experience, because the make up rule names only barbers and operators.
  5. If you intend to do laser hair removal, budget for a separate TDLR certificate and a facility with a consulting physician under contract.

The compact question

Texas has enacted no esthetics compact and no esthetics compact bill has ever been filed, proved by pulling every bill tagged COSMETOLOGISTS across the 88th and 89th legislatures and both special sessions. The cosmetology compact passed twice and was vetoed twice, SB 1615 on 2023-05-19 and HB 705 on 2025-06-22, and HB 705 would not have reached you in any case because its text contains zero occurrences of esthetic and defines only cosmetologist. No compact fee exists in 16 TAC 83.80.

Nationally. The Esthetics Licensure Compact is a separate agreement from the Cosmetology Licensure Compact and is the one that would cover estheticians. It is not issuing a multistate license anywhere. It takes effect when a seventh state enacts it, and has fewer. Checked 2026-10-11.

The Cosmetology Licensure Compact covers cosmetologists only. Arizona began issuing multistate licenses under it in September 2026 and is so far the only state doing so. An esthetician is outside it, whatever a member map suggests.

What we could not establish

This profile carries 12 open questions that the state does not answer in public. They are recorded rather than guessed.

  • We have not established what it costs to start.
  • We have not established how long the board takes.
  • We have not established the military spouse route.
