Texas does not weigh your training hours at the front door. It asks how long you have held your license, and the answer depends on which state issued it. Most states are recognized immediately. A short list including Pennsylvania, New York, Florida and Massachusetts must wait a year. That rule is published nowhere in plain English.

Training hours Texas accepts, and when you need more

The 1,000 hours describe what a Texas school teaches a Texas student. An arriving licensee is assessed on substantial equivalence instead, and in practice the gate Texas actually applies is time held rather than hours studied. The credential here is called a Cosmetology Operator license, and Texas has no apprenticeship route of its own.

Does experience substitute? A formula rather than a threshold, and the cap matters. It can close a 300 hour gap and no more.

How to transfer a cosmetology license to Texas

Endorsement by equivalence

Hold an active license from a jurisdiction Texas recognizes, for however many years Texas requires of that jurisdiction, and show your licensure was obtained by standards substantially equivalent to Texas.

Texas requires a certified transcript of hours from the board that originally licensed you, plus documentation of equivalent standards. Anyone who cannot supply both is sent to the written and practical examinations instead.

Exams Texas requires, and exams it waives

None, if your jurisdiction and your years of licensure clear the table. Texas asks the jurisdiction about examinations rather than asking you, so no exam score of yours is requested.

Working in Texas while your application is pending

Probably not, though the law says otherwise. A provisional license exists in statute and rule for someone with two years in good standing, valid until Texas decides and capped at 180 days. But the fee schedule sets no fee for it, the application form has no box for it, and the state lookup tool never mentions it. Treat it as unavailable until the department confirms otherwise.

What a Texas cosmetology license costs

$100 in your first year.

That is $50 to apply plus a $50 substantial equivalence fee. The written examination can be taken under remote proctoring, but the practical is offered at Texas sites only. A booth renter also needs a mini establishment license at $70.

Military spouses moving to Texas

Texas military spouses may practice with no Texas license at all, on the strength of their out of state license and orders, and pay nothing in fees. The department must respond within ten business days.

Texas assigns each jurisdiction a required number of years of licensure, and that table lives in a JavaScript file behind the state lookup tool rather than in any published document. Texas gives no reason for any value in it. Check your own state before you plan, because the difference between zero and one year decides whether you can move now.

A California license issued after 2022 is treated differently from one issued before

Texas splits California by issue date, which is the date California cut its training requirement and removed its practical examination. If you hold a California license, the year it was issued changes your answer.

Oregon licensees should read the Oregon page first

Oregon is marked as not directly recognized. Oregon issues no credential called cosmetologist at all, which is worth understanding before assuming the door is simply closed.

The interstate compact

Texas is not a member and has decided against it twice. The legislature passed the compact in 2023 and again in 2025 and it was vetoed both times, with a third bill dying in committee. Nothing is lost by that, because no multistate license is being issued in any member state today.

What you actually do

  1. Look up your own jurisdiction in the state lookup tool to find how many years of licensure Texas requires of it, because that single value decides your route.
  2. If you clear the year requirement, ask the board that originally licensed you for a certified transcript of hours in a sealed envelope.
  3. Gather documentation that your licensure was obtained by standards substantially equivalent to Texas.
  4. Submit the application with the $50 application fee and the $50 substantial equivalence fee.
  5. If you cannot document equivalence, expect to sit the written and practical examinations, and note the practical is in Texas only.
  6. If you are a military spouse, ask about practicing on your existing license instead, which costs nothing.
