The proof here is structural and clean. Louisiana lists seven categories of people eligible to sit its examinations, and every student category carries an hour threshold. The category for people holding a license issued by another state carries none. The 1,500 lives in provisions addressed to schools, and the licensing statute contains no number at all.

Yes. A supervised temporary permit runs thirty days and is renewable once, for $50. The statute is permissive and the rule makes it mandatory, which is the helpful direction. Note the temporary permit does carry a residency requirement.

That is a $25 state examination fee plus a $35 license fee, or $85 with the practical. Renewal is $35 on your birthday with no proration, and there is no continuing education for cosmetologists. No fingerprints, no background check and no mandatory course.

Military spouses moving to Louisiana

Mandatory issuance with a permit pending the full license, a jurisprudence examination only, and a thirty day decision. The board charges $75 for it and has adopted no implementing rule despite the statute commanding one, since the words military, veteran and spouse return no matches in its rules.

One is procedural, naming states that must send certification first. One is a substantive bar on particular credentials. One is a date keyed examination matrix. They live in the same PDF, they disagree with each other in places, and several states appear on more than one. Find your own state on all three before you plan.

Louisiana looks back to where you were first licensed

Its process keys on your original licensure rather than your current license, so getting licensed somewhere easy and moving on does not work here.

The interstate compact

Louisiana has not enacted the cosmetology compact, and the word returns no matches in the cosmetology rules, although the same title codifies eight compacts for other professions. It changes nothing either way, because no multistate license is being issued in any state today.
