Michigan has two requirements and a licensee from a state with no practical examination fails one of them with no way out. The hours gap is curable, since fifteen months of work closes 250 hours. The examination gap is not, because Michigan requires your home state to have demanded both a theory and a practical exam, and the rule that lets experience substitute buys hours only.

The transfer statute names no hour figure at all. The 1,500 reaches an arriving licensee only through a rule that took effect in November 2021, and the department said plainly why in its own impact statement, that the statute offered no guidance for deciding whether another state's requirements were substantially equal. Before 2021 the test had no numbers in it. So the comparison charts get Michigan right by accident, having never noticed the number they print comes from somewhere else.

Does experience substitute? Michigan lets you attest to your own work history rather than requiring employer verification or client affidavits. It buys education hours and nothing else, which is the crux of the problem below.

How to transfer a cosmetology license to Michigan

Endorsement by equivalence

Hold a license from a state whose requirements the rule treats as substantially equal, meaning both the hour test and the examination test.

The two tests are separate and only one of them has a cure. There is no universal recognition route and no reciprocity, and searching the compiled laws for cosmetology with reciprocity or endorsement returns nothing.

Exams Michigan requires, and exams it waives

Michigan does not re-examine you. It examines the state that licensed you, and asks whether that state required both a theory and a practical examination.

Pennsylvania stopped administering a practical examination in 2014 and certifies no exam scores for anyone from any era. Michigan's rule requires the home state to have demanded a theory and practical exam, and its experience rule buys hours only, so nothing in the rule repairs an exam gap. The rule is silent on what happens to such an applicant.

The way through: The only route offered appears in a department guide, which says taking and passing the practical or theory exam will be required. That sentence has no basis in the statute or the rule, so it is guidance rather than an entitlement. Ask the department in writing before you rely on it.

Working in Michigan while your application is pending

No, and the reason is that Michigan never built the mechanism. The statute expressly authorizes a temporary license covering transfer of licensure, and the board never implemented it. There is no rule text, no fee in the fee schedule, and no mention in the guide. Only military dependents get one, for six months, renewable once.

$63 in your first year.

That is $15 to apply plus $48 for a two year license. If you are sent to examinations the vendor charges $167 for both parts or $93 for one, so the real first year figure is $63, $156 or $230 depending on your route. Practical testing is at Michigan sites only.

A temporary license is available to military dependents for six months, renewable once, and there is a statutory route to a full license without examination.

This is the one state we have found where an arriving licensee can fail a requirement that no rule offers a way to satisfy. Get the department to tell you in writing what it will accept, because the answer currently lives only in a leaflet.

The endorsement rule is being rewritten right now

A pending Michigan rule set will rewrite licensure by endorsement, and the board recorded concerns with the draft while the meeting to present it was cancelled. The rule described here is the one in force today, and it is under active revision.

Fees drop sharply in late 2027

The statutory rates fall to $34 in total after September 30, 2027. That sunset has been pushed forward six times since 2003, so treat it as a possibility rather than a plan.

The interstate compact

Michigan has not enacted the compact, and the negative is unusually well proved. The exact phrase returns no results in the compiled laws, no results across all Michigan bill documents meaning no legislator has ever introduced it, no fee line exists, and it is absent from sixteen sets of board minutes running from 2021 to 2025. None of that matters yet anyway, since no multistate license is being issued in any member state today.

What you actually do

Work out whether your home state required both a theory and a practical examination, because that decides whether Michigan is straightforward or a problem.
If it did not, write to the department before applying and ask what it will accept, since the only published answer sits in a guide with no legal basis.
If your hours fall short of 1,500, count your licensed practice at 100 hours per six months and attest to it on the state form.
Submit the application with the $15 fee plus $48 for the two year license.
If you are sent to examinations, budget $167 for both parts and plan travel, since practical testing is at Michigan sites only.
Do not work until the license issues, because the temporary license the statute authorizes was never implemented.
