Getting licensed in Iowa is easy. Sixty dollars, no examination, and a statute measuring you against your own state's requirements rather than Iowa's. What it costs you is scope. An Iowa cosmetology license may not do chemical peels, microdermabrasion, lasers or intense pulsed light, that restriction applies to everyone licensed after 2005, and there is no way to lift it.

Training hours Iowa accepts, and when you need more

Iowa's general recognition statute opens with the words notwithstanding any other provision of law and says a license shall be issued without an examination on nine conditions, none of which is an hour count. The relevant condition asks whether the jurisdiction that licensed you imposed minimum educational requirements and whether that same jurisdiction verifies you met them. The subject of both clauses is the other state, so Iowa's 1,550 is never the denominator.

Does experience substitute? Not for a US licensee. Iowa's experience provision is gated on jurisdictions that do not license the occupation at all, which no state is for cosmetology. It does not arise, since no hour test applies on this route.

A third route exists on paper, waiving examination for licensees of states holding a reciprocal agreement, and it was never built. The board wrote no rule under it and names no state. The tell is an orphaned line in the fee schedule still pricing a license by reciprocity at $60, a fee for a route that never existed.

Worth knowing: Iowa Code 272C.12 sits in a general licensing chapter rather than the cosmetology chapter, and it is the route that actually works.

Exams Iowa requires, and exams it waives

None. The statute issues without an examination, and its examination condition is qualified by the words if applicable.

Working in Iowa while your application is pending

No. The cosmetology statute authorizes a permit the board never implemented, and the general statute's three month bridge never triggers because it depends on a jurisprudence examination Iowa does not require.

No fingerprints, and that negative is proved by contrast, since the same fee chapter does carry a fingerprint fee for a different credential.

Military spouses moving to Iowa

Fully implemented in rule, with a mandatory temporary license where the gap is education. Note that Iowa expressly refuses a temporary license where the gap is an examination.

Check whether you perform any of the restricted services before you move

Chemical peels, microdermabrasion, lasers and intense pulsed light are outside an Iowa cosmetology license for anyone licensed after 2005, and there is no route to add them back on this credential. If part of your income comes from those services, Iowa is an easy transfer that costs you that work permanently.

Ask for the general recognition statute by name

The application page describes the harder route and never mentions the statute that overrides it. The board's own licensure rule points arrivals at the general statute, so it is available, but you would not learn that from the page you are most likely to read.

Iowa has no practical examination, because it moved it

Iowa did not keep or abolish its practical. It relocated it out of licensure entirely into an optional shaving certificate you can earn by attending a class. So an Iowa license implies no practical examination at all, which matters if you later move somewhere that asks.

The interstate compact

Iowa has not enacted the compact, proved four separate ways. It changes nothing either way, because no multistate license is being issued in any state today.

Work out whether you perform chemical peels, microdermabrasion, laser or intense pulsed light services, because none of them is permitted on an Iowa cosmetology license.
Ask for the general recognition route rather than following the cosmetology application page.
Confirm your state will verify that you met its own educational requirements, since that is what Iowa asks rather than counting hours.
Write out your state's scope of practice and attach its scope statutes, which is the one genuinely fiddly part of this application.
Submit with the $60 fee.
If you want straight razor shaving, budget $25 plus either a barber practical or forty hours.
