The 1,250 hours, or 2,000 through an approved apprenticeship, govern someone qualifying through a Pennsylvania school. The reciprocity statute licenses a person with two years of practice without an examination and without compliance with other requirements as to age or education, in its own words. An hours gap can still defeat the separate equivalence finding on the endorsement door, so the two doors behave differently.

This section carries a genuine mutuality clause, meaning the inbound route conditions itself on how the other state treats Pennsylvania licensees. So the answer can depend on which state you are coming from.

Both doors keep an equivalence test, so Pennsylvania is not a universal recognition state.

Exams Pennsylvania requires, and exams it waives

Pennsylvania stopped administering a practical examination on November 25, 2014, and has not required one since.

Working in Pennsylvania while your application is pending

Effectively no. The nine month permit is tied to examination eligibility, which a reciprocity applicant never has. A provisional license is authorized in the newer statute, but its expiration must be set by regulation and no such regulation appears in the cosmetology chapter, although other boards have one.

One line item rather than an application fee plus a license fee. Pennsylvania runs no fingerprint check for this profession, so there is no fingerprint cost, and that negative is proved from the statute rather than merely unfound.

Military spouses moving to Pennsylvania

A board may not assess a fee for initial licensure of a spouse relocating on a servicemember's orders, so the entire $89 cost of entry drops to zero. This is mandatory rather than discretionary.

Watch out in Pennsylvania

Leaving Pennsylvania is harder than arriving, and this is the thing to plan for

Pennsylvania's outbound certification carries no examination results for any licensee from any era. So if you later move to a state that wants proof you passed a practical exam, Pennsylvania cannot supply it, and the board says plainly that the burden then falls on you. Maryland names Pennsylvania in writing on the list of states whose licensees must sit both its examinations. Michigan and Indiana have their own versions of the same problem.

Anyone licensed before November 2014 is in the same documentary position

Licensees from before that date did sit a practical examination. Pennsylvania still will not certify it, because the certification of licensure cannot reflect test scores at all. So being an older licensee does not solve the problem.

Military spouses pay nothing

The fee waiver is mandatory on the board, not discretionary, and it removes the entire cost of entry.

The interstate compact

Pennsylvania joined the compact in July 2026 and it covers cosmetologists. That does nothing for you today, because no multistate license is being issued in any member state. Note that some published member lists still omit Pennsylvania simply because they were written before it joined.

If you are a military spouse relocating on orders, say so, because the fee drops to zero by statute.
Order your certification of licensure from your current state.
Submit the application with the $89 fee.
Do not plan on working while it pends, because the available permit is tied to examination eligibility you will not have.
If you expect to move on from Pennsylvania later, keep your own copy of any examination records now, because Pennsylvania will not be able to certify them for you.
