Transfer a Cosmetology License to Florida
Florida's transfer rule is one sentence long. The board shall certify anyone holding a current active cosmetology license in another state. No hours, no exam, no experience, no minimum time held, no residency. Ninety five dollars and a four hour HIV and AIDS course. The board's own website still enforces two requirements the legislature deleted, so read the statute rather than the FAQ.
Training hours Florida accepts, and when you need more
The 1,200 hours live in the subsection governing people getting licensed for the first time. The transfer subsection is a single sentence that mentions no training at all. The implementing rule adds only three conditions, being the application and fee, a four hour HIV and AIDS course certificate, and proof of a current active out of state license. The application does not even require the old state to send a certification.

Does experience substitute? None, and the board says so in its own words, that Florida laws do not allow it to consider experience. Proved three separate ways. It does not matter, because no hour test applies to an arriving licensee.
How to transfer a cosmetology license to Florida

Mandatory on the board rather than discretionary. The statute says the board shall certify.
Exams Florida requires, and exams it waives
None. Florida asks arriving licensees for no examination evidence of any kind.
Working in Florida while your application is pending
No, and the board is explicit that licenses are not transferable and temporary licenses are not offered. Endorsement applicants must hold the Florida license before practicing. Specialty registrants can work while pending, but cosmetologists cannot, so apply before you move.

$95 in your first year.
Plus the four hour HIV and AIDS course, which is required before issue.
Military spouses moving to Florida
A dedicated military route with no fee and a seven day statutory issuance deadline. It also reaches licensees of foreign jurisdictions, whom ordinary endorsement excludes, though it adds state and federal fingerprints and a scope comparison the ordinary path does not require.

If the board tells you your hours are too few, the statute disagrees
The hour requirement the FAQ applies to arriving licensees was repealed in 2020. If you are turned away on that basis, the transfer subsection of the statute is the thing to point at, and it mentions no hours at all.
A Florida specialty registration is not a license anywhere else
If what you hold is a nail, facial or full specialist registration rather than a cosmetology license, several states will refuse or discount it. Check what your Florida credential actually is before planning a move.
The interstate compact
Florida has not enacted the compact. The word appears nowhere in the governing chapter, there is no compact chapter in the relevant title, and no board page mentions it in any form. That is a clean baseline with nothing to correct. It changes nothing for you regardless, because no multistate license is being issued in any state today.
What you actually do
- Confirm your out of state cosmetology license is current and active.
- Complete the four hour HIV and AIDS course and keep the certificate.
- Submit the endorsement application with the $95 fee.
- If the board raises an hour requirement, cite the transfer subsection of the statute, which was amended in 2020 to remove it.
- Wait for the Florida license before working, because no temporary license is available to cosmetologists.

- whether Florida restricts certifying your license onward to another state
- whether Florida runs the federal military spouse lane that lets a spouse practice with no state license
- how long Florida takes to decide
- whether a Florida license authorizes less than your current one does
- whether Florida looks past your current license to where you were originally licensed or trained, which decides whether a license you obtained elsewhere by reciprocity will carry you in
