Missouri offers two ways in and the second one is the whole point. The statute says the board shall grant a license without examination to someone from a state with similar requirements, or to someone who has practiced for two consecutive years. That second limb never counts hours, never asks about schools and never asks about examinations. A hundred dollars.

Training hours Missouri accepts, and when you need more

The transfer statute itself contains no hour figure. The words hours, hundred and 1,500 do not appear in it. Hours reach an arriving licensee only through a rule defining a similar state as one requiring 95 percent or more of the training hours Missouri requires, and only on the first of the two limbs. The two year limb bypasses the comparison entirely.

Does experience substitute? Not a ratio and not a make up mechanism. It is the second half of a disjunctive statute, so it stands alone.

How to transfer a cosmetology license to Missouri

Endorsement by equivalence

RSMo 329.130

Either a current license from a state with similar requirements, or two consecutive years of practice in another state.

Mandatory, saying the board shall grant without examination. The evidence list is short, being a board to board affidavit verifying the type of license held, two passport photos and the fee.

Universal recognition

RSMo 324.009

One year of licensure elsewhere, where that state had minimum education requirements you met.

A division wide statute reaching every profession the division registers. The board shall waive examination, education and experience requirements within six months. The cosmetology statute cross references it by number in its own last sentence.

Worth knowing: RSMo 324.009 is a division wide reciprocity statute in a different chapter. Its carve out excludes only prevailing wage construction trades and electrical contractors. The carve in question is settled by legislative history, since the 2018 original did carry an exclusion list of eight boards, cosmetology was not among them, and the list was deleted in 2020.

Exams Missouri requires, and exams it waives

None. The statute grants the license without examination in its own words, and neither door asks a single question about your examination history.

The first limb requires the other state's examination requirements to be substantially equal or superior, and Missouri examines by written and practical. A licensee from a state that dropped its practical fails that comparison.

The way through: Use the two year limb or the division wide statute instead. Neither asks about examinations at all, so a state that cannot certify your scores creates no problem.

Working in Missouri while your application is pending

No. The temporary permit is tied to being approved to take the state examination, which a reciprocity applicant never is.

Current law gives a spouse a full license within thirty days with fees waived. Ignore the board's military temporary license form, for the reason below.

Which of Missouri's two hour figures the 95 percent test runs against is unresolved

Missouri requires 1,500 hours from most schools and 1,220 from public vocational technical schools, and both are hours required in Missouri. Against 1,500 the similar state line is 1,425. Against 1,220 it is 1,159. Nothing published says which denominator the board uses, and the choice moves the line by 266 hours. If you are near it, ask before you rely on either number.

Use the two year door if you have the years

The hours comparison and the examination comparison both live on the first limb only. Two years of practice, or the division wide statute, avoids both questions rather than answering them.

Verification must come directly from your board

Missouri will not accept a copy you supply yourself, so start that request early. Missouri itself certifies licensees onward electronically for $10, which is unusually painless in the other direction.

The interstate compact

Missouri has not enacted the compact, proved by a full text search returning nothing for cosmetology and compact together, validated against a control that does return a result for another profession. No multistate license is being issued in any state today in any case.

What you actually do

Count your years, because two consecutive years of practice avoids the hours and examination comparisons entirely.
If you have under two years, check whether your state requires at least 95 percent of Missouri's hours, and ask which of Missouri's two hour figures that percentage runs against.
Ask your board to send verification directly to Missouri, since a copy you supply yourself will not be accepted.
Submit the application with the $100 fee and two passport photographs.
If you are a military spouse, ask for the current thirty day full license with fees waived, and disregard the board's temporary license form, which reproduces a repealed statute.
Do not work until the license issues.
