Forty dollars, and the transfer statute names no hour figure at all. New York accepts an out of state license in place of schooling and examination on any one of three conditions, the most useful being five years of practice. If you do need to make up training, the number is set by a school rather than by the state, and you are allowed to get a second opinion.

Training hours New York accepts, and when you need more

The 1,000 hours come from a curriculum regulation reaching people qualifying through a New York school. The article governing this profession states no hour count anywhere. An arriving licensee is routed to a different paragraph, which accepts out of state licensure in lieu of the evidence of schooling and examination on any one of three conditions, and names no number.

Does experience substitute? Five years replaces schooling and examination together. It is a threshold rather than a ratio, so four years and eleven months buys nothing. New York separately forbids counting experience in the hours evaluation, and the state education department says so in its own guidance, that an evaluation may not include the review of prior experience.

Reciprocity

Hold a license from one of the jurisdictions New York has reciprocity with, on the terms listed for your state.

The direction check passes. Both the statute and the rule require the other state to extend similar reciprocity to New York licensees, so this is a genuine two way arrangement rather than an outbound list. It covers 21 jurisdictions, with conditions ranging from current licensure to five years depending on the state.

Endorsement by equivalence

Published list, with no statutory basis found

Hold a license from one of six listed states.

New York publishes this list, and the word endorsement appears exactly twice in the entire body of law governing this profession, both times meaning endorsing an assignment onto a business license. So the list exists and its legal foundation could not be located.

Worth knowing: No universal recognition exists. The phrase returns no matches, and neither does good standing, across the compiled article and the relevant rule parts.

Exams New York requires, and exams it waives

None on the transfer routes. New York asks for a certification of current licensure and never for exam evidence.

Working in New York while your application is pending

Not on the route you are likely to use. The temporary license is limited to an applicant who meets every requirement except passing an examination, and the application form restricts it to the qualifying choices that do not include reciprocity, endorsement or the five year route. The one arriving licensee who can work while waiting is the one on the out of state education route, which is the slower path.

That is the figure for someone working as an employee of a licensed business. If you rent a booth or a chair you need your own area renter business license at $60, taking it to $100, plus a bond or liability insurance priced by the market.

Military spouses moving to New York

Military household membership is one of the three qualifying conditions in the transfer statute itself, alongside reciprocity and five years of practice.

Watch out in New York

If you owe training hours, the school decides how many, and you can shop

New York does not set the shortfall. Each school may accept as many or as few transfer hours as it sees fit, may conclude that none are needed, must tell you the number and the cost before you enroll, and prorates tuition accordingly. So you can be evaluated by one school, decline the answer, and be evaluated somewhere else. That is a completely different situation from being told by a state that you owe 250 hours.

Renting a chair costs more than being employed

A booth or chair renter needs their own area renter business license at $60 on top of the individual license, plus a bond or liability insurance. If you are joining a salon as an employee, none of that applies.

A rule change lands in September 2026

An adopted amendment adding textured hair content to the curriculum takes effect on September 1, 2026. Hour totals are unchanged and no transfer route is affected, but anything written about the New York curriculum before then is describing the earlier version.

The tension techniques course requirement is unresolved for arriving licensees

New York requires an approved course in tension techniques, meaning braiding, locs, weaves and extensions, of cosmetology licensees. How that applies to someone licensed by reciprocity rather than by examination is not published anywhere, and it is the open question here with the largest practical consequence.

The interstate compact

New York has not enacted the compact. Bills sit in committee and were referred again in January 2026, while earlier versions died. The word returns no matches in the law and no state page mentions a multistate license. It changes nothing for you either way, because no multistate license is being issued in any state today.

What you actually do

Check whether your state is on the 21 jurisdiction reciprocity list and on what terms, because they vary by state.
If you have five years of practice, that route replaces schooling and examination outright and is usually the simplest.
Order a certification of current licensure from your state, which is what New York asks for instead of exam records.
If a school evaluation says you owe hours, get a second evaluation from another school before accepting it, since the number is theirs rather than the state's.
Submit the application with the $40 fee.
If you plan to rent a chair rather than be employed, budget the additional $60 area renter license plus a bond or insurance.
