None. The general act asks whether an examination was required by the other state, so a licensee from a state that requires none satisfies it by default.

No. The work permit requires that you be waiting to take the examination, which a transferring licensee never is. Military spouses are the exception and get a mandatory free temporary permit within fifteen days.

Nothing about your training or examinations will block you. What will slow you down is assembling twelve documents, two of which other boards must send directly rather than giving to you. Start those requests first, because everything else can be done in an afternoon.

West Virginia looks at where you trained, not just where you are licensed

If you trained in a different state from the one that licensed you, the application requires verification from the training state as well, sent board to board. Anyone who qualified and was licensed in the same state needs only one request.

One compact clause takes something away

West Virginia law lets a board decide eligibility under the universal act only where the person is not part of an interstate compact. That was drafted in 2025, before West Virginia joined, so it is a general legislative pattern rather than a reaction. It is inert today since no compact license exists anywhere.

The interstate compact

West Virginia enacted the compact in its 2026 session with effect from June 2026, with no deferral. It covers cosmetologists only, which leaves out West Virginia's own 1,000 hour hair stylist license, a full professional credential in its own right. Nothing is being issued. There is no implementing rule, no compact fee anywhere in the fee schedule, and no mention on any of the board's fourteen pages. Its minutes from the day after the bill passed do not mention it either.

What you actually do

Ask your board, and your training state's board if different, to send verification directly to West Virginia, because those two requests are the long pole.
Assemble the remaining documents, of which there are about a dozen.
Submit the application with the $100 fee.
If you qualify as low income or as a military family, say so, because the fees are waived entirely.
Budget $35 for the following January 1.
Do not work until the license issues, since the work permit is written for examination candidates.
