The hour figure is written as a ceiling on the regulator rather than a floor on the applicant, saying the director shall not require proof of more than fifty credits or 1,500 contact hours. And the transfer chain never mentions hours at all, because the cosmetology statute hands the test to a department wide portability program that carries no hour figure. Hours reach an arriving licensee only on one of two alternative paths within the rule, and the other path skips them entirely.

Does experience substitute? The rule also allows at least 1,000 hours of work experience within the two preceding years to stand in for a practical examination, and that alternative sits inside the same sentence as the requirement rather than in a separate provision.

How to transfer a cosmetology license to Colorado

Either substantially equivalent credentials, or having held for at least one year a current and valid license with a scope of practice that is substantially similar.

Mandatory rather than discretionary, since the applicant is entitled to issuance, and the burden of justifying a denial falls on the state at a hearing. The two alternatives are joined by or in both the statute and the rule.

Colorado does not set license fees by rule at all, setting them through an annual budget request instead, and no cosmetology fee schedule could be located. So we cannot tell you what the first year costs, and we would rather say that than print a number we cannot source. Ask the division directly.

The waiting period between examination attempts is not where you would expect

A thirty day wait between theory attempts is in the rule. A fourteen day wait between practical attempts appears only in the testing vendor's handbook rather than in Colorado law.

The interstate compact

Colorado was the seventh state to enact, which is the event that started the activation clock everyone has been waiting on. It covers cosmetologists only, and Colorado licenses a separate hairstylist credential at 1,200 hours that the compact does not reach. Two years on it is issuing nothing, and Colorado's own 48 page sunset review of this profession, published in October 2025, does not contain the word compact once while describing the state's routes as examination and endorsement.

What you actually do

Work out which of the two alternatives fits you, since holding a license with a similar scope for one year avoids the hours and examination questions entirely.
Ask the division for the occupational credential portability program application, rather than following the cosmetology pages alone.
Ask the division what the fees actually are, because Colorado publishes no schedule we could verify.
If you use the equivalence path instead, note that recent work experience can stand in for the practical examination but not for the written one.
Do not work until the license is issued.
