Transfer a Cosmetology License to California

Since January 2022 California law says the board shall grant a license to anyone holding a current, unrestricted license in good standing from another state. That is the entire test. No hours, no exam, no minimum time held, no residency, no fingerprints. Fifty dollars, and the board reports a four day turnaround.

Training hours California accepts, and when you need more

The whole transfer provision is two subsections long and neither mentions training. It asks for a completed application with fees, and proof of a current license from another state that is not revoked, suspended or otherwise restricted and is in good standing. California cut its own requirement from 1,600 hours to 1,000 in 2022 and deleted a prior condition that the out of state license be active three of the last five years, so even the time test is gone.

Does experience substitute? It exists in statute and is uncapped, so thirty months of work reaches 1,000 hours and it combines with school hours. But it is the backup path rather than the main one, because the transfer provision skips hours entirely.

Exams California requires, and exams it waives

None. California removed its own practical examination in 2022 and asks arriving licensees for no examination evidence at all.

Working in California while your application is pending

No, and the statute is blunt about it. Under no circumstances shall a temporary license be issued. Unlicensed activity carries a $1,000 fine. The compensation is speed, since the board reports issuing in about four days against a 28 day target.

The board has asked the legislature to close this door

California's 2025 sunset review recommends adding a requirement that applicants prove they passed a licensure examination somewhere, because the board has found people transferring in who never took one. A separate rulemaking on license by endorsement is being drafted with no published text. Nothing has changed yet and the current statute is as described here, but this door is under active review and worth rechecking before you rely on it.

If your current license came by reciprocity, expect one extra request

The board asks the state that originally licensed you to certify as well. That older license does not need to be current, so it is a paperwork step rather than a barrier.

The exam vendor bulletin is out of date

The published candidate bulletin still carries a stale renewal fee and a reference to a practical examination California no longer administers.

The interstate compact

California has not enacted the compact. A bill died in November 2024 with the board supporting it, and the words compact, reciprocity, endorsement and comity return no matches in the board's own official act and regulations book. It changes nothing for you either way, because no multistate license is being issued in any state today.

What you actually do

  1. Confirm your current license is active and unrestricted in the state that issued it.
  2. If that license was itself obtained by reciprocity, ask the state that originally licensed you to certify as well.
  3. Submit the application with the $50 fee.
  4. Attend a California testing center for the photograph, where the license is issued on the spot.
  5. Do not work until it is in hand, because California issues no temporary license under any circumstances.

What we have not verified

We would rather name a gap than fill it with a guess. For California we have not established:

  • whether California restricts certifying your license onward to another state
  • whether California runs the federal military spouse lane that lets a spouse practice with no state license
  • whether a California license authorizes less than your current one does
