Training hours Massachusetts accepts, and when you need more

The transfer rule names no hours at all, and neither does the statute. But the statute's second sentence lets the board require additional education, and the board uses that hook on its transfer page to apply 1,000 hours broken down subject by subject. That is weaker than a rule and stronger than a bare FAQ, which is why it is worth knowing exactly where the requirement comes from.

Does experience substitute? Not for a licensee of another US state. A substitution exists only for out of country applicants, and it substitutes for the transcript rather than for the hours, which is a different thing.

Both the statute and the rule say may rather than shall, so this is discretionary. There is no universal recognition and no cross board endorsement statute in Massachusetts, and that negative was established with seven controlled searches rather than assumed.

Your transcript may not be able to show what Massachusetts asks for

Massachusetts wants 50 hours of manicuring and 80 of skin care itemised. Pennsylvania, for example, divides its 1,250 hours into only three headings, names no manicuring or skin care hours at all, and describes even that breakdown as recommended. So a well trained applicant can be unable to evidence a requirement she plainly satisfies. Ask your school for a subject level transcript early, because the board is asking your paperwork a question your state may never have recorded.

Massachusetts stopped giving a practical exam in 2023, and deleted the announcement

The board voted to eliminate it in September 2023, effective that October, and the notice explicitly covered out of state applicants as well as in state graduates. The only official record of that decision has been removed from the state website and survives in a web archive. If a later state asks whether you passed a Massachusetts practical, that history matters.

A written practical survives for one situation only

If a Massachusetts license lapses three years or more, reinstatement requires a written practical by statute. That is the sole remaining use of it.

The interstate compact

Massachusetts has not enacted the compact. A bill was sent to a study order in April 2026, which in practice ends it for the session. The word returns no matches in the General Laws or across the relevant regulations. No multistate license is being issued in any state today regardless.

What you actually do

Ask your school or board for a subject level breakdown of your training, since Massachusetts wants manicuring and skin care hours itemised separately.
Obtain proof that you passed a license examination somewhere, because your state's verification may not carry scores.
Submit the application with the $204 fee.
If the board says your transcript does not show the required subject hours, ask whether documentation from your school satisfies it, since the requirement sits in board guidance rather than in the rule.
Do not plan on working while it pends, because Massachusetts repealed its temporary permit in 2019.
