Under Rule 5.3, open to every state, a salesperson sits the Iowa portion only, 40 questions needing 28 right, while an arriving BROKER sits both the national and the Iowa portions, so here the higher license gets the worse deal. The seven reciprocity states, Arkansas, Georgia, Louisiana, Massachusetts, Minnesota, Mississippi and North Dakota, are the only path with no Iowa exam at all, and you have to keep living in one of them. Watch out in Iowa

Licensees from California, Florida, New Jersey, New York and Wisconsin do NOT get the salesperson national exam waiver, because those five states do not take part in the ARELLO exam accreditation program. They sit the whole 120-question exam instead.
Your out-of-state license cannot have been inactive or expired more than 6 months before the day you pass the Iowa portion. That kills the transfer at both tiers.
Iowa charges nonresidents a retaliatory fee under 543B.27(2), the greater of the normal Iowa fee or what your home state would charge an Iowa resident applying there.
Clocks do not line up. Background check 210 days, PSI registration 90 days, waiver 6 months, application due the last working day of the sixth month after passing.
