No reciprocity here. You file the same application as a new graduate. Your national exam and degree carry over fully, and there's no law exam and no fingerprinting. The frustrating part: no way to practice while you wait, because New York's temporary permit only exists for people who haven't passed the exam yet.

Working in New York without a New York license

To advise another vet Free. New York's consulting exemption covers meeting a NY-licensed vet about a case.
For visits or one-time work Nothing exists for experienced vets, with one big exception: if you live near the NY border in a bordering state, you can treat patients in the border vicinity with no NY license at all, as long as you keep no office in NY.
For remote care Not possible. New York hasn't authorized veterinary telehealth. A bill has been stuck in committee since 2025.

Watch out in New York

  • No practicing while the application processes. The limited permit excludes anyone who already passed the exam.
  • Processing time isn't published.
  • Telehealth into NY isn't authorized. A bill has been sitting in committee since 2025.

After you are licensed

  • 45 CE hours per 3-year cycle, 2 of them on controlled substances. Up to 3 hours can be earned by giving free spay/neuter services.
